Joy Leishman - The Pitch

My name is Joy Leishman and I am the Mayor of Caboolture Shire. This March, our three communities of Caboolture, Pine Rivers and Redcliffe will amalgamate and become the new Moreton Bay Regional Council.

I am standing for election as Mayor of this new Moreton Bay Regional Council as I have a passion to see these great communities become one, whilst maintaining their individual character and identity.



With eight years experience as Mayor of Caboolture Shire, a further six years previously as a Shire Councillor and three years as Deputy Mayor, I have a proven track record of hard work, commitment, and as a strong advocate for communities.

I am not a member of any political party, nor do I represent any sectional group. I have without fear or favour represented all and will continue to do so. Although there will be challenges, with a positive outlook and strong leadership, the new Moreton Bay Region will continue to be a prosperous place to live, work and socialise.

There is much work to be done within the new council and this requires the skills and experience of a strong and independent advocate for all the community and residents alike.

I believe I am that person, and I ask for your support in helping us to reach this goal of linking our communities together.

With eight years experience as Mayor and a further six years previously as a Councillor, Joy is equipped with:

As Moreton Bay Regional Council Mayor, Joy would move forward with enthusiasm and direction to
deliver the security, results and the community support you deserve from your new Council.

A Vision for Our Region

Across our region, residents share common hopes and expectations.
We want to live in safe, clean, green, sustainable communities that are environmentally friendly, socially cohesive and economically strong.
We want to feel secure in our homes and drive on safe roads.
We want to enjoy first class sporting and library facilities and beautifully maintained parklands.  
We want to enjoy local events and festivals and share equal access to all council services.
As Mayor, I would continue to address these vital needs for all our communities.
Community engagement is fundamental.
Like you, this region is my home and it is a wonderful place to live. 
Our region must be a place where our children feel safe, where families can grow, where business may prosper and where our aged community feel welcome and included. 
I hope I am given the opportunity to ensure this amalgamation is a smooth transition for all.
Let’s continue together to build on the future of our individual communities, across one region.

With 27 years experience of local business ownership, Joy understands the importance for a vibrant and productive business community.
As Mayor, Joy will ensure our new Council offers the necessary support to local businesses including:
•    Business support packages, programs and incentives
•    Expanding educational and training opportunities
•    Confidence and certainty
As a member herself, Joy understands the value of our local business networks; a place where business and community come together. 
Joy believes in striving for balance between building an economically sustainable region whilst maintaining the core elements at the heart of ‘community’.
Listening, responding to, and supporting our business sector is a fundamental key to a booming
regional economy.



Family Life

Joy lived many of her teenage years at Redcliffe, marrying her husband Ron at Scarborough in 1971. Joy and Ron were then transferred across Queensland with work, eventually settling in Caboolture in 1976.
Ron works within the family business and is an active community member.
They have two children, Adam and Deni, who attended Grace Lutheran College. Adam and his wife Renae own a locally grown business that has been operating in the region for 15 years. Deni with a teaching background is now completing her masters’ degree whilst working with local educational institutions.
Both children live in the region with plans to raise their families here.
